Chandigarh, December 16 : A prominent social worker and lawyer of the Punjab and Haryana High Court Daljit Kaur has been conferred ‘Confluence Excellence Award’ at the House of Commons in UK during a special ceremony held at London.
The award was presented to Daljit Kaur for her distinguished services rendered for spreading awareness on the issue of fugitive Non Resident Indians (NRIs) who run away after marrying to innocent Indian girls. The award was bestowed to her by Lord Raj Lomba in the presence of British deputy high commissioner Geoff Wayne, Baroness Sandeep Verma and Navneet Dholakiya, eminent Indian writer Farooq Dhondi and other dignitaries.
Giving details Daljit Kaur said she had written a memorandum in 2002 to the then Punjab chief minister, Capt Amarinder Singh to take steps regarding harassment of married women by foreign bridegrooms and this maiden initiative was commended in every sphere. Thereafter, she raised this issue with concerned state governments, centre, opposition parties, MPs, high commissioners, ambassadors, media and in the courts at national and international level. In addition, she has been very successful in providing justice to the innocent women duped by NRIs in thousands cases so far.
During her visit to UK he has raised the issue with Indian high commission, Deputy high commissioner, secretary of state for justice and Lord Chancellor besides MPs of conservative and labour party. Divulging more, social activist Daljit has been working with national commission for women, New Delhi besides other commissions, universities and colleges for creating awareness on the issue and active in more than 20 countries under her organization 'Blooming Smiles Foundation' (BSSF).
Stressing to take effective action against such fugitives, she pointed out that if central and state governments failed to take the matter seriously, greedy ‘holiday makers’ would continue to run away after solemnizing marriages with Indian girls and take one-sided divorces from courts of other countries thereby shunning the girls and their families in distress. Besides this, parents of affected girls would continue to be the victims of economic and social loot.
Revealing details regarding the efforts made by her since 17 years she stated that Blooming Smiles Foundation and her law firm ‘International Legal Junction’ running a special counselling program 'Pre-wedding and Post-Wedding' consultations which is very successful and had provided justice to scores of grief-stricken families.
Daljit Kaur asserted that there is dire need to impart education on strengthening the sacred bond of marriage and to inculcate ethic values in the younger generation so as to live in harmony. She said her organization BSSF is doing selfless work in this direction and even helped a girl to get property rights in UK while she was in residing in India.

ਚੰਡੀਗੜ੍ਹ 16 ਦਸੰਬਰ ( ) ਲੰਦਨ ਵਿਖੇ ਬਰਤਾਨੀਆਂ ਦੇ ਉਪਰਲੇ ਸੰਸਦ 'ਹਾਊਸ ਆਫ ਕਾਮਨਜ਼' ਵਿਚ ਇਕ ਵਿਸ਼ੇਸ਼ ਸਨਮਾਨ ਸਮਾਰੋਹ ਦੌਰਾਨ ਉੱਘੀ ਸਮਾਜਿਕ ਸੇਵਿਕਾ ਅਤੇ ਪੰਜਾਬ ਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਦੀ ਵਕੀਲ ਦਲਜੀਤ ਕੌਰ ਨੂੰ 'ਕਾਨਫਲੂਅੰਸ ਐਕਸੀਲੈਂਸ ਐਵਾਰਡ' ਪ੍ਰਦਾਨ ਕੀਤਾ ਗਿਆ। ਲਾਰਡ ਰਾਜ ਲੂੰਬਾ ਵੱਲੋਂ ਬੈਰੋਨੈਸ ਸੰਦੀਪ ਵਰਮਾ, ਤੇ ਨਵਨੀਤ ਢੋਲਕੀਆ ਸਮੇਤ ਉਘੇ ਪ੍ਰਵਾਸੀ ਭਾਰਤੀ ਲੇਖਕ ਫਾਰੂਖ ਧੌਂਦੀ ਅਤੇ ਗੁਜਰਾਤ ਵਿਖੇ ਬਰਤਾਨਵੀ ਉਪ ਹਾਈ ਕਮਿਸ਼ਨਰ ਜ਼ਿਓਫ਼ ਵੇਨ ਦੀ ਹਾਜਰੀ ਵਿੱਚ ਇਹ ਐਵਾਰਡ ਦਲਜੀਤ ਕੌਰ ਵੱਲੋਂ ਪਿਛਲੇ 17 ਸਾਲਾਂ ਤੋ ਐਨ.ਆਰ.ਆਈ. ਵਿਆਹਾਂ ਦੇ ਮੁੱਦੇ ਨੂੰ ਲੈ ਕੇ ਦੇਸ਼ਾਂ-ਵਿਦੇਸ਼ਾਂ ਵਿਚ ਜਾਗਰੂਕਤਾ ਫੈਲਾਉਣ ਅਤੇ ਪੀੜਤ ਲੜਕੀਆਂ ਦੇ ਹਿੱਤਾਂ ਲਈ ਕੰਮ ਕਰਨ ਬਦਲੇ ਪ੍ਰਦਾਨ ਕੀਤਾ ਗਿਆ।
ਆਪਣੀ ਇਸ ਐਵਾਰਡ ਪ੍ਰਾਪਤੀ ਬਾਰੇ ਗੱਲਾਂ ਕਰਦਿਆਂ ਦਲਜੀਤ ਕੌਰ ਨੇ ਦੱਸਿਆ ਕਿ ਪ੍ਰਵਾਸੀ ਲਾੜਿਆਂ ਦੇ ਵਿਆਹਾਂ ਦੇ ਮੁੱਦੇ ਨੂੰ ਲੈ ਕੇ ਸਾਲ 2002 ਵਿਚ ਉਨਾਂ ਪੰਜਾਬ ਦੇ ਤੱਤਕਾਲੀ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ, ਜੋ ਕਿ ਮੌਜੂਦਾ ਮੁੱਖ ਮੰਤਰੀ ਵੀ ਹਨ, ਨੂੰ ਵਿਦੇਸ਼ੀ ਲਾੜਿਆਂ ਵਲੋਂ ਸਤਾਈਆਂ ਔਰਤਾਂ ਦੇ ਹੱਕ ਵਿਚ ਇਕ ਯਾਦ ਪੱਤਰ ਦਿੱਤਾ ਸੀ ਜਿਸ ਤੋਂ ਬਾਅਦ ਕੌਮੀ ਤੇ ਕੌਮਾਂਤਰੀ ਪੱਧਰ 'ਤੇ ਇਸ ਮੁੱਦੇ ਨੂੰ ਬਹੁਤ ਹੁੰਗਾਰਾ ਮਿਲਿਆ। ਉਪਰੰਤ ਦਲਜੀਤ ਕੌਰ ਨੇ ਇਸ ਮੁੱਦੇ ਨੂੰ ਸਬੰਧਤ ਰਾਜ ਸਰਕਾਰਾਂ, ਕੇਂਦਰ ਸਰਕਾਰ, ਵਿਰੋਧੀ ਪਾਰਟੀਆਂ, ਸੰਸਦ ਮੈਂਬਰਾਂ, ਹਾਈ ਕਮਿਸ਼ਨਾਂ, ਅੰਬੈਸਡਰਾਂ, ਵਿਦੇਸ਼ਾਂ ਵਿਚ ਅਤੇ ਮੀਡੀਆ ਤੇ ਅਦਾਲਤਾਂ ਆਦਿ ਵਿਚ ਚੁੱਕਿਆ। ਇਸ ਦੌਰੇ ਦੌਰਾਨ ਉਨਾਂ ਭਾਰਤੀ ਹਾਈ ਕਮਿਸ਼ਨ, ਉਪ ਹਾਈ ਕਮਿਸ਼ਨਰ, ਹਾਉਸ ਆਫ਼ ਕਾਮਨਜ਼ ਦੇ ਚਾਂਸਲਰ ਸਮੇਤ ਕੰਜਰਵੇਟਿਵ ਅਤੇ ਲੇਬਰ ਪਾਰਟੀ ਦੇ ਸੰਸਦ ਮੈਂਬਰਾਂ ਨਾਲ ਵੀ 'ਛੁੱਟੀਆਂ ਕੱਟਣ ਲਈ ਵਿਆਹ' ਰਚਾਉਣ ਅਤੇ ਭਾਰਤੀ ਕੁੜੀਆਂ ਨਾਲ ਵਿਆਹ ਦਾ ਧੋਖਾ ਕਰਨ ਵਾਲੇ ਪ੍ਰਵਾਸੀ ਲਾੜਿਆਂ ਖਿਲਾਫ਼ ਸਖਤ ਕਾਰਵਾਈ ਕਰਨ ਦੀ ਮੰਗ ਰੱਖੀ।
ਵਕੀਲ ਦਲਜੀਤ ਕੌਰ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਇਕ ਪਾਸੇ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਵਸਦੇ ਭਾਰਤੀ ਦੁਨੀਆਂ ਵਿੱਚ ਸਭ ਤੋਂ ਵੱਧ ਮੌਜੂਦ ਹਨ ਅਤੇ 100 ਤੋਂ ਵੱਧ ਮੁਲਕਾਂ ਵਿਚ ਫੈਲੇ ਹੋਏ ਹਨ ਅਤੇ ਦੂਜੇ ਪਾਸੇ ਦੁਨੀਆਂ ਨੂੰ ਇਕ 'ਗਲੋਬਲ ਪਿੰਡ' ਵਜੋ ਪ੍ਰਭਾਸ਼ਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਤਾਂ ਅਜਿਹੇ ਸਮੇਂ ਸੁਖੀ ਪਰਿਵਾਰ ਵਸਾਉਣ ਪ੍ਰਤੀ ਲੋਕਾਂ ਨੂੰ ਸੁਚੇਤ ਕਰਨਾ ਅਤੇ ਸਮੇਂ ਦਾ ਹਾਣੀ ਬਣਾਉਣਾ ਬਹੁਤ ਜਰੂਰੀ ਹੈ ਨਹੀਂ ਤਾਂ ਲਾਲਚੀ ਲੋਕ ਭਾਰਤੀ ਕੁੜੀਆਂ ਨੂੰ ਵਿਆਹ ਕਰਾਉਣ ਤੋਂ ਬਾਅਦ ਭਾਰਤ ਵਿਚ ਹੀ ਛੱਡ ਕੇ ਦੂਜੇ ਦੇਸ਼ਾਂ ਦੀਆਂ ਅਦਾਲਤਾਂ ਵਿਚੋਂ ਇਕ ਪਾਸੜ ਤਲਾਕ ਲੈ ਕੇ ਕੁੜੀਆਂ ਨੂੰ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਪਰਿਵਾਰਾਂ ਨੂੰ ਰੁਲਣ ਲਈ ਮਜਬੂਰ ਕਰਦੇ ਰਹਿਣਗੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਪ੍ਰਭਾਵਿਤ ਕੁੜੀਆਂ ਦੇ ਮਾਪੇ ਆਰਥਿਕ ਅਤੇ ਸਮਾਜਿਕ ਲੁੱਟ ਖਸੁੱਟ ਦਾ ਸ਼ਿਕਾਰ ਬਣਦੇ ਰਹਿਣਗੇ।
ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਉਨਾਂ ਦੀ ਸੰਸਥਾ 'ਬਲੂਮਿੰਗ ਸਮਾਈਲਜ਼ ਫਾਊਂਡੇਸ਼ਨ' ਅਤੇ ਕਾਨੂੰਨੀ ਫ਼ਰਮ 'ਇੰਡੀਅਨ ਲੀਗਲ ਜੰਕਸ਼ਨ' ਵੱਲੋਂ ਆਰੰਭਿਆ 'ਪ੍ਰੀਵੈਡਿੰਗ ਅਤੇ ਪੋਸਟ ਵੈਡਿੰਗ' ਨਾਮੀ ਵਿਸ਼ੇਸ਼ ਮਸ਼ਵਰਾ ਪ੍ਰੋਗਰਾਮ ਕਾਮਯਾਬੀ ਨਾਲ ਚੱਲ ਰਿਹਾ ਹੈ ਜਿਸ ਤੋਂ ਹੁਣ ਤੱਕ ਹਜਾਰਾਂ ਪਰਿਵਾਰਾਂ ਨੇ ਫਾਇਦਾ ਚੁੱਕਿਆ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਉਹ ਹੁਣ ਤੱਕ ਹਜ਼ਾਰਾਂ ਕੇਸਾਂ ਵਿਚ ਵਿਦੇਸ਼ੀ ਲਾੜਿਆਂ ਵਲੋਂ ਜਿਨ੍ਹਾਂ ਔਰਤਾਂ ਨਾਲ ਧੋਖਾ ਹੋਇਆ ਹੈ, ਉਨਾਂ ਨੂੰ ਇਨਸਾਫ ਦੁਆਉਣ ਵਿਚ ਕਾਮਯਾਬ ਹੋਏ ਹਨ। ਉਨਾਂ ਦੀ ਸੰਸਥਾ ਬਲੂਮਿੰਗ ਸਮਾਈਲਜ਼ ਫਾਊਂਡੇਸ਼ਨ 20 ਦੇਸ਼ਾਂ ਵਿੱਚ ਕਾਰਜਸ਼ੀਲ ਹੈ ਅਤੇ ਇੱਥੋਂ ਤੱਕ ਕਿ ਪੰਜਾਬ ਵਸਦੀ ਇੱਕ ਪੀੜਤ ਲੜਕੀ ਨੂੰ ਯੂਕੇ ਵਿੱਚ ਜਾਇਦਾਦ ਦਾ ਹੱਕ ਦੁਆਉਣ ਵਿੱਚ ਵੀ ਕਾਮਯਾਬੀ ਹਾਸਲ ਕੀਤੀ ਹੈ।
ਵਕੀਲ ਦਲਜੀਤ ਕੌਰ ਦੀ ਦਲੀਲ ਹੈ ਕਿ ਇਕ ਪਾਸੇ ਭਾਰਤੀ ਖਾਸ ਤੌਰ 'ਤੇ ਪੰਜਾਬੀ ਪਰਿਵਾਰ ਲੱਖਾਂ-ਕਰੋੜਾਂ ਰੁਪਏ ਪਰਿਵਾਰਾਂ ਦੇ ਵਿਆਹਾਂ 'ਤੇ ਖ਼ਰਚਦੇ ਹਨ ਜਦੋਂ ਕਿ ਸਭ ਤੋਂ ਮਹੱਤਵਪੁਰਨ ਵਿਆਹਾਂ ਦੇ ਸਬੰਧ ਨੂੰ ਕਿਸ ਸਿਆਣਪ ਨਾਲ ਨਿਭਾਇਆ ਜਾਵੇ, ਇਸ 'ਤੇ ਜੋਰ ਦੇਣ ਦੀ ਲੋੜ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਅਜੋਕੇ ਯੁੱਗ ਵਿਚ ਸਾਡੇ ਭਾਰਤੀ ਵਿਦੇਸ਼ਾਂ ਵਿਚ ਦੇਸੀ ਸੱਭਿਆਚਾਰ ਨੂੰ ਲੱਗ ਰਹੇ ਖੋਰੇ ਨਾਲ ਜੂਝ ਰਹੇ ਹਨ। ਇਸ ਲਈ ਦੇਸ਼ ਅੰਦਰ ਅਤੇ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਨਵੀਂ ਪੀੜ੍ਹੀ ਨੂੰ ਪੁਸ਼ਤੈਨੀ ਕਦਰਾਂ ਕੀਮਤਾਂ ਨਾਲ ਜੋੜਦੇ ਹੋਏ ਵਿਆਹ ਬੰਧਨ ਦੇ ਪਵਿੱਤਰ ਰਿਸ਼ਤੇ ਨੂੰ ਮਜ਼ਬੂਤੀ ਨਾਲ ਨਿਭਾਏ ਜਾਣ ਦੀ ਸਿੱਖਿਆ ਪ੍ਰਦਾਨ ਕਰਨਾ ਤੇ ਮਸ਼ਵਰੇ ਦੇਣਾ ਸਮੇਂ ਦੀ ਮੁੱਖ ਲੋੜ ਹੈ ਅਤੇ ਦਿਸ਼ਾ ਵਿੱਚ ਉਨਾਂ ਦੀਆਂ ਸੰਸਥਾਵਾਂ ਸਮਾਜ ਲਈ ਨਿਰਸਵਾਰਥ ਕਾਰਜ ਕਰ ਰਹੀਆਂ ਹਨ।
