Is it fair to put the blame completely only to the Government for the drug and drinking problems in youth in Punjab? It is also the responsibility and duty of the parents to look after and take care of their children.

I don’t think the parents are being too busy with their work in India. Parents should have been to keep eye on their children about their daily activities. All the parents should be cooperative each other about this problems. They should realize that it is not individual and private matter; it is matter of future of their next generation and society. The local religious people and leaders should also come forward to educate youth about this problem since their childhood or early age. The big craze to settle abroad is also one of the big reason for drug and drinking problems who could not get visa.

There should be more sports and other activities in the villages, colonies and towns to keep busy and healthy life of all age of people. It should be understand that The government will not lose anything but parents will lose their next generation.

Every single word and line of your post is true.
Additionally;
1. After independence a section of Punjabi community focused on migration to other countries and succeeded in doing so. They also paved the way for the same for their nearest and dearest.They have been in safe havens and greener pastures from generation to generations.
2. Hardworking section at home took care of agriculture and industry and did well.
3. Punjabi Suba movement compressed and confined Punjab and Punjabis to current Punjab and religion became the ruler or dominant factor we can say.
4. It was followed by darkest chapter from late 1970s to 90s. Tens of thousands of Punjabi families in and outside Punjab got directly, indirectly, partially or completely affected. It affected hearts and minds of people and also industry and agriculture thereby employment, which led the generation to a hopeless situation. This is initiator and first contributor.
5. Geographical proximity to drug route (afghanistan-pakistan) added fuel to this fire and consequences are there for all of us to see. This is second contributor.
6. It is a must to control and contain militancy but more important and bigger role of the system [govt, clergy, social organisations] starts after that which was unfortunately not looked into in Punjab at all and that led to a disaster. This is third contributor.

the drink and drug problems of Punjabi youth go way back. if u study the history of Punjab it goes back to ancient time. to the time of the india-europeans and the indo-scythians who migrated in to the region from the second millenniums bc to early first millennium ad. these nomadic peoples had a strong drinking culture and their priests used drugs for spiritual purposes. it is no surprise then that it is a problem today.

another aspect of this is that drinking in many parts of the world is entrenched and drug use has exploded in the last 50 years. it is therefore unfair to say that it is just a Punjabi problem.

I have lost one member of my family to drugs in Punjab.

He is developed a mental illness and is now beyond all help.

I have spoken to my relations about the drugs problem.
One thing that they all say is that the young have no work which leads to no hope. They are tempted by drugs as an escape from their misery.

If people are busy they have less time for these temptations.

Also, I was told that the government and members of their families, police, security forces etc are involved in this. The Indo Pak border is very heavily monitored, nothing comes across without being seen. Whether those that see it choose to act is another thing.

If this menace is to be defeated, then the government needs to invest in infrastructure, which will provide jobs in the construction and maintance phase and will lead to more companies setting up in the state.
The key is jobs.
People will leave or stay because of jobs and opportunity.
