You can get a definitive answer from the Sikh Code of Conduct (Rehat Maryada).
Article XVIII section k: Persons professing faiths other than the Sikh faith cannot be joined in wedlock by the Anand Karaj ceremony.
So absolutely, the answer is no.
Next question: is a secular marriage between Sikh and non-Sikh any less valid since they cannot marry by Anand Karaj? I don't think so, personally, (that is, I think it's fine), but I guess that's up for individuals to decide for themselves.
